Experimental version of AXIS for emc2 HEAD, bdi 4.x, and emc1/CRADEK_STABLE

Paul C has generously contributed a patch to AXIS so that it builds on the emc2 HEAD as well as bdi 4.x. I also tested that it works on the CRADEK_STABLE branch of emc1. This patch has been checked into the AXIS CVS and is also available in the latest nightly snapshots.

Unfortunately it no longer builds against against the head of emc1. Since the time Chris created the CRADEK_STABLE branch, some incompatible interface changes have been made. It's unfortunate that these incompatible changes were made in the stable version of emc.
