It enforces a 'safe' HTML subset on comments, by default including markup like <B> and <I>, <IMG SRC>, and <A HREF>, always adding REL=NOFOLLOW to links.
By default, it automatically adds a comment section to pages that look like blog entries. You can add them on other pages by including markup for it.
You can turn off new comments on a particular page with the [comments_closed] tag.
